If you are not using any mods, I'd suggest Bread & Butter, or perhaps Fin's AI Tweaks. Both have changes to spawns that smooth out FPS drops via spacing out bot spawns, and you can further tweak the settings with these mods to make it better for you, like setting a cap on the number of active bots at any given time. 1.Bosses get spawned with the AI marked for raiders, so far so fine. You can try to deactivate (set it to true) the spawn change in the overwiev of fin´s. This should deactivate all change to spawns from FIN. You don't actually need the mod to adjust those values.
